Research on the dilemma of "guaranteed delivery of buildings" and collaborative governance mechanism from the perspective of multiple stakeholders

Abstract : This article conducts an in-depth analysis of the difficulties faced in the "guaranteed delivery of buildings" work from the perspective of multiple stakeholders, including the breakage of the developer's funding chain, loopholes in pre-sale fund supervision, imperfect legal system, and conflicts of interest among stakeholders. At the same time, it is proposed to establish a collaborative governance mechanism, covering the establishment of a joint coordination mechanism, improvement of fund supervision mechanism, strengthening of legal protection mechanism, optimization of interest coordination mechanism, etc., to ensure the smooth progress of the "guaranteed delivery of buildings" work, maintain the stability of the real estate market and social welfare.
